PR pathway for foreign nationals who will start, co-manage or buy a majority stake in a NL business. Two-step process: first a 2-year work permit to operate the business, then provincial nomination once operational milestones (jobs created, revenue, active management) are met. Monthly draws resumed September 2025 and continue through 2026. Higher effort and capital bar than other streams, but valuable for succession scenarios (foreign buyer acquiring a retiring NL business owner). Note: NLPNP caps International Entrepreneur nominations at ~6% of total allocation.
