Employers must apply to NL's Office of Immigration for Job Vacancy Assessment and AIP designation (both reopened March 2025). The catch: each endorsement requires a settlement plan and two-year retention support for the worker. Processing is slow — 2–4 months designation, plus federal PR timelines. Worth it for employers with recurring skilled-labour gaps.
