On-reserve (and land-set-aside) infrastructure capital for First Nation governments — roads, bridges, energy systems, connectivity, structural mitigation, fire protection, cultural/rec facilities, band admin buildings, solid waste, planning studies. In NL this is most directly usable by Miawpukek (Conne River reserve) and the Innu Nation communities (Sheshatshiu, Natuashish). Qalipu is landless so eligibility is narrow. Up to $10M/recipient/year. Projects must appear in the band's FNIIP submitted each fall. Long timeline from plan to funding decision to construction — treat as a 2–3 year horizon, not a quick-turn grant.
